Summary:

The Finance Department is seeking a detailed and service-oriented Director, Budget and Treasury to join their team! Reporting to the Associate Vice President for Finance, the Director, Budget and Treasury position works with a high degree of independence to achieve assigned duties, responsibilities and goals, and is responsible for supervising the PCI Compliance and R-Card Coordinator. This position is also responsible for independent professional accounting and information systems duties including:

  • REPORTING
    • Leads analysis of financial and internal reporting and modeling to support the development of long-term strategic initiatives and business plans.
    • Ensures consistency and best practices in business analysis and operations reporting across the organization.
    • Works with users to analyze, design, and implement financial reports for the campus.
    • Proactively identifies opportunities for improving the quality of reporting.
    • Designs and maintains the department’s website.
  • PROCESS IMPROVEMENT
    • Directs and participates in identification of financial areas that require process improvement/automation, oversees development, integration, and implementation of new or revised policies, processes, standards, and internal controls for the Finance department.
  • FINANCIAL INFORMATION SYSTEMS MANAGEMENT
    • Recommend and coordinate the implementation of technical controls to support and enforce defined security policies.
    • Manages the process of strategically leveraging information systems to support the college.
    • Participate in the development and maintenance of policies, standards, guidelines, and procedures.
  • TREASURY MANAGEMENT
    • Maintains college banking relationships.
    • Ensures control over banking portals.
    • Oversees wire processes.
    • Manages daily cash balances to maintain proper working balances and maximizes interest income.
    • Oversees continuing bond compliance.
    • Assists with issuance of new debt.
  • R-CARD AND PCI
    • Supervises R-Card/PCI Coordinator
    • Esnures proper accounting and control over R-Card funds.
    • Oversees the tracking, monitoring, and reporting of the R-Card usage.
    • Assists in developing and coordinating long and short-range planning initiatives for the R-Card program.
    • Ensures PCI/DSS compliance.
    • Analyze PCI trends, vulnerabilities, and business needs to recommend, design, and implement changes to improve security solutions.
    • Consult with PCI auditors, digest, and report on audit findings, and coordinate resulting responses and projects that result.
    • Research, evaluate, design, test, recommend and plan the implementation of new or updated financial hardware or software, and analyze its impact on the existing environment; provide technical and managerial expertise for the administration of security tools.
    • Develop a strong working relationship with the Network Services and Operations team to develop and implement controls and configurations aligned with security policies and legal, regulatory, and audit requirements.
    • Maintain Merchant banking relationships.
  • PLANNING AND BUDGETING
    • Creates and presents forecasting and budgeting models for purposes of long-term financial planning and the College’s annual budgeting process.
    • Assists campus departments with financial planning and projection.
    • Works with departments to help them forecast needs and utilize budget control.

Minimum Qualifications & Education:

  • Bachelor’s degree
  • Minimum of 4 years of accounting or finance experience
  • Advanced information systems experience
  • Strong understanding of relational database structures, theories, principles, and practices

Preferred Qualifications:

  • Obtained CPA or CPA-qualified
  • Experience working in a nonprofit environment

Knowledge, Skills, and Abilities:

  • Knowledge of accounting principles and practices with strong analytical and information technology skills
  • Experience or training in nonprofit accounting; knowledge of college environment, departments, procedures, and policies
  • Strong capabilities with software programs including database, spreadsheet, word processing, e-mail and Internet applications; experience with Microsoft Office Suite
  • Strong database skills and Reporting Services
  • Ability to analyze information and make judgment decisions and to understand and interpret complex oral and written instructions
  • Strong communication, customer service and consulting skills
  • Public speaking ability
  • Ability to work independently

Work Environment:

 

  • Campus-based, front-facing position, working in an office environment. 
  • Work requires visual strain and the use of a computer.
  • Ability and willingness to work flexible hours including evenings and weekends as appropriate for business needs.
